Prepare for OASIS+ Phase II: Marketing & PR Domain Openings

The long-awaited update is finally here: GSA has officially launched OASIS+ Phase II, adding five new service domains — including Marketing and Public Relations — to its government-wide contract program. This expansion stems from a recent Executive Order directing agencies to consolidate procurement and reduce waste, as well as months of spend analysis and industry feedback showing the need for a more suitable acquisition vehicle for communications, outreach, and marketing activity.

For marketing, PR, digital, analytics, and integrated communications firms, this is a significant shift. OASIS+ is now positioned to become one of the primary federal acquisition paths for creative, research, outreach, and campaign-based work across civilian and defense agencies. GSA also confirmed that:

  • Draft scorecards are anticipated around December 16, 2025

  • All solicitations open January 12, 2026

  • OASIS+ is moving to continuously open solicitations, allowing firms to apply on a rolling basis

Our Prior Success — and What We’ll Be Offering Again

Last year, we supported more than 10 firms in securing awards on OASIS+ within the Management & Advisory domain — achieving a 100% success rate. We’ll be offering the same support this cycle for the new Marketing & Public Relations domain, where we expect demand to be high. We will also host a webinar once the draft scorecards are released and we have clarity on the criteria, weighting, and documentation requirements. Our July Feedback to GSA — and Why This Phase Matters

We remain hopeful that GSA incorporates the extensive feedback we — and many across the industry — submitted in July 2025. In our comments, we noted that several elements of the prior questionnaire were misaligned with how excellence is measured in marketing and communications, including: CMMI maturity levels, Earned Value Management Systems, ISO 9001, Estimating systems and Government-approved property management systems. We’ll be reviewing the draft scorecard as soon as it posts and sharing a breakdown of what has (and hasn’t) changed.
