Should OASIS+ be in your pipeline?

In the marketing communications community, there have been a lot of conversations around the $120B+ anticipated GSA OASIS+. (If you're not already tracking it, OASIS+ is planned to be the next generation Best-in-Class Multi-Agency Contract that will be superseding OASIS, HCaTS and others). Here are some high-level facts: 

  • $120B+ valuation with no contract ceiling

  • GSA will not limit the number of awards, all bidders who qualify will receive an award

  • Pools set up for Unrestricted, SB, WOSB, 8(a), SDVOSB, and HUBZone

  • Domains include: Management & Advisory, Technical and Engineering, Research and Development (R&D), Intelligence Services, Environmental, Facilities, Logistics (each domain has NAICS and PSC mapping)

  • Anticipated RFP release is March 30, 2023

Where does marketing communications fall? 

Based on the latest RFP draft, marketing communications is not a planned domain for the RFP. However, it remains planned for Phase 2 (anticipated date is TBD). That said, as we continue to see the government move more and more towards the use of GWACS, multi-award IDIQs/BPA, etc. it's important to stay on top of OASIS+. And, maybe even consider pursuing the initial phase...

While marketing communications isn't represented as a standalone domain there are hints at it in Domain 1: Management and Advisory. In fact, NAICS 541613 (Marketing Consulting Services) is one of several included NAICS in that domain along with NAICS 541612 (Human Resources Consulting Services) where oftentimes a recruitment marketing contract is placed. Specifically, services such as change management, leadership and organizational assessments, strategy development and strategic planning. 

We are recommending companies to evaluate that Management and Advisory domain along with the accompanying scoring rubric. If an external assessment of your company's quals, contracts, and projects would be helpful relative to the evaluation and scorecard, don't hesitate to reach out.
