The OASIS+ Marketing RFI Is Out — But Read This Before You Respond
After much anticipation, GSA has finally released an RFI for the Marketing and Public Relations domain under the OASIS+ contract. View it here: SAM.gov RFI Link Deadline to respond: July 8, 2025
While this is a promising step forward, we urge you to read the RFI closely before submitting your response. The questionnaire includes several criteria that appear misaligned with the realities of the marketing and PR industry, including:
CMMI Maturity Levels
Earned Value Management Systems (EVMS)
ISO 9001 Certification
Estimating Systems
Government-Approved Property Management Systems
And, for most firms, Government-Approved Purchasing and Accounting Systems
While it’s not surprising to see these types of questions—GSA typically structures procurements around disciplines like IT and engineering—many of these requirements are standard for those fields but not reflective of how excellence is evaluated in marketing and communications. It’s also important to note that this RFI spans multiple new domains—Financial Services, Human Capital, Marketing and Public Relations, Social Services, and Business Administration. GSA must acknowledge the unique requirements of each and avoid applying a one-size-fits-all scorecard as it moves into Phase 2.
In the “Concluding Questions” section of the survey, we strongly encourage you to flag this misalignment and recommend that any scorecard for this domain reflect the capabilities that actually matter in our industry—not boilerplate compliance metrics.
